Kyrgyzstan Sanctions: Discussions on Removal Progress
On January 22, Deputy Minister of Foreign Affairs of the Kyrgyz Republic Meder Abakirov invited U.S. Ambassador to the Kyrgyz Republic Lesslie Viguerie to a meeting to discuss issues related to the inclusion of Kyrgyzstan’s Keremet Bank, Gazprom Neft Asia LLC, and Munai Myrza CJSC in the U.S. sanctions list.
Deputy Minister Abakirov expressed concern about the inclusion of Keremet Bank and the aforementioned companies in the sanctions list. He emphasized that the relevant state authorities of the Kyrgyz Republic regularly engage with American partners on cooperation issues to address such concerns.
Abakirov formally requested the removal of Keremet Bank and the aforementioned companies from the U.S. sanctions list.
In response, Ambassador Viguerie confirmed the United States’ readiness to work jointly to find mutually acceptable solutions for removing the mentioned Kyrgyz companies from the sanctions list.
On January 15, the U.S. Department of the Treasury announced that it imposed sanctions on Kyrgyzstan’s Keremet Bank for its role in Russia’s scheme to evade U.S. sanctions imposed following Russia’s invasion of Ukraine.
According to the Treasury Department, since at least summer 2024, officials at Keremet Bank have coordinated with Russian officials and Russian bank Promsvyazbank Public Joint Stock Company (PSB) to implement a sanctions evasion scheme wherein Keremet Bank would facilitate cross-border payments for sensitive goods on PSB’s behalf.
Kyrgyzstan sanctions have become a focal point in discussions between the Kyrgyz government and international partners, particularly the United States.
