The Eurasian Development Bank (EDB) and Mercury Properties (the management company of MP Solutions LLP) have signed a Memorandum of Cooperation to implement the second phase of construction of the Mercury Logistics warehouse hub in the village of Kokozek, Almaty Region, Kazakhstan. The document was signed by Sergey Paseko, Executive Director — Deputy Head of the Project Block at the EDB, and Nurmat Suyerkulov, General Director of MP Solutions LLP.
The Memorandum formalizes the parties’ intentions to jointly explore mechanisms for financing and implementing the project.
The first phase of the Mercury Logistics hub was commissioned in December 2025. The second phase provides for further infrastructure development: expansion of warehouse and terminal capacity, construction of modern Class “A” warehouse complexes, creation of container yards, and development of associated engineering and transport infrastructure.
The total warehouse area of the Logistics Hub will exceed 160,000 sq. m. Investment in the first phase amounted to 20 billion tenge, with total investment expected to reach 70 billion tenge by 2031.
A key feature of the hub will be the introduction of 3PL/4PL logistics technologies (full-cycle supply chain management) and automated warehouse management systems (WMS).

We are systematically building a network of modern logistics centers across Eurasia, and Mercury Logistics will be an important part of this process. The project will meet the growing demand for quality warehousing space, create new jobs and strengthen Kazakhstan’s position as a transit hub. Our goal is not just to finance, but to systematically develop the logistics market by offering partners comprehensive solutions — from project financing to equity participation,” said Mikhail Fadeev, Head of the Strategic Projects Directorate at the EDB.
“Mercury Properties is actively investing in the development of Kazakhstan’s logistics infrastructure. Cooperation with the EDB is not only financial support, but also an opportunity to become part of the Eurasian Agri-Products Distribution System project. We are confident that Mercury Logistics will become one of the key logistics centers in the region and will be in demand by both Kazakhstani businesses and international partners,” noted Nurmat Suyerkulov, General Director of MP Solutions LLP.
