Kazakhstan reports record-high housing construction in 2024

According to Kazakhstan’s Ministry of Industry and Construction, in 2024, a total of 18.96 million square meters of housing were built in Kazakhstan, a record figure since the country’s independence.

This translated into 172,089 new homes (both individual houses and apartments). Of them, 39,064 were individual houses.

The city of Shymkent, as well as the Pavlodar, Turkestan and Kyzylorda regions, were the leaders in terms of residential housing construction rates.

In 2025, Kazakhstan plans to construct 19 million square meters of housing or 175,000 new homes. By 2029, the figure is planned to reach 111 million square meters.

2024 was a turning point for Kazakhstan’s housing policy. In November, President Kassym-Jomart Tokayev, who earlier proclaimed that “affordable housing is not a dream, but a reality that we must create for our citizens,” signed a law providing for state support for citizens seeking to improve their housing conditions.

In line with the law, Otbasy Bank will be engaged in the distribution of housing among needy citizens on a “one-stop shop” basis.

The law allows about 71,000 citizens living in state housing on a rental basis to privatize their apartments. Most of them are from socially vulnerable groups, including people with disabilities, large families, and orphans.

Local state administrations purchased more than 20,000 apartments for citizens from the socially vulnerable groups, and about 13,000 families have already become owners of their own housing for the first time.

As part of state support programs, about 10,000 families improved their housing conditions in 2024.

The state also provides support by subsidizing rent and issuing low-interest mortgage loans.
